The main idea behind such programs is to effectively secure mental stability and safety of the respective victims in addition to preventing incidences of violence in future. The act was focussed on providing the necessary awareness and prevention of domestic violence. It should be noted that this act is the sole source of funding that is meant to support life-saving initiatives through domestic violence programs. These programs include hotlines, counselling , emergency shelters and relevant legal services3. The act has made tremendous steps in relation to curbing sexual and domestic violence. Consequently, increased awareness of the above mentioned crimes and a developed justice system have led to swelling demand for the services. In the United States alone, up to 2 million children and women succumb to domestic violence save for approximately 15 million children who are exposed to physical abuse and torture by their parents/guardians.4 The effects of the current state of the economy are being felt by victim service agencies as they try to handle the ever increasing demand by the American population. It is evident how the existing resources are being stretched to the limit. Situations of job loss and eviction cases of either the victim or the abuser have been factors that have contributed to the increasing demand for the respective services5. FVPSA is important in the sense that it is at the forefront of sustaining or rather maintainin g crisis hotlines, effective safety planning, appropriate preventive education to victims, counselling and emergency asylums.6 This act is necessary to bridge the gap between the limited available resources and the ever increasing demand for these services. Many regard this act as the heart and soul of the country’s response to pertinent issues of domestic violence, thus its importance. The act ensures that community resources are well coordinated and distributed through effective and comprehensive programs. In relation to the impact of this legislation, the funding has been able to assist many victims despite the limited resources. Many lives have been saved through various programs. A typical example of this scenario was in September 2008 where up to 60,800 victims benefited from the respective program. In essence, when a victim is provided with shelter it means that he or she is at a safer place far away from the abuser, thus a life-saving initiative. Another impact of the act is that the demand for these services has significantly increased. The government has, in turn, realised that closer attention should be paid especially in the area of funding so that more people can benefit from the program. Economic development has been defined as a multi-faceted approach to the development of policies and programs designed to preserve, enhance and promote a vibrant and successful business community. (Economic Development Action Program, 2005) The health and success of the businesses in communities are stated to be directly linked to the quality of life experienced by residents in that community (Economic Development Action Program, 2005) which is of primary importance to the entire city or municipality. Creation of jobs and generation of sales tax revenues provide a major contribution to fund the initiatives of service provision with the city. The economic development within a city of municipality is greatly dependent on sales tax revenues in most U.S. states. VOLATILITY, RELIABILITY, AND EQUITY ‘Volatility’ and ‘Reliability’ are the two primary considerations of a budget director when revenues raised by taxes are spent on new initiatives. Hirsch et al state that Reliability and Volatility are that which marks the outcome of the question which asks: â€Å"Are new revenues raised by the taxes relatively stable over time or are they excessively volatile and difficult to predict? It is a fact that generation of revenues from sales taxes may be unpredictable since these revenues are greatly dependent on seasonal factors and economic conditions therefore, merchants may experience a really great Christmas hence the sales tax revenues for the government will be great as well however, a lean year for merchants will also result in the coffers of the government for spending in economic development being quite thin as well. The five principles are:   (1) Provision of appropriate revenues (sufficiency, stability, and certainty of revenues produced) (2) Neutrality; (3) Equity; (4) Easy and economical to administer; (5) accountability – (i) taxpayers are accountable for payment of their taxes (ii) tax agencies are accountable for administration and enforcement of the tax laws efficiently and fairly; and (iii) lawmakers accountable for the integrity of the tax laws. VIOLATION OF PRINCIPLES IN NEW YORK ECONOMIC DEVELOPEMNT In a recent testimony before the U.S. Senate in a hearing before the Subcommittee on International Trade of the Committee on Finance earlier this year given by Walter Hellerstein who is said to be: â€Å"the nations leading legal academic authority on state and local taxation† stated is that a New York economic development incentive to attract sales to the New York exchanges was a discriminatory tax to the Boston Stock Exchange that viewed the incentive as diverting economic activity from the Boston exchange, a view with which the U.S. Supreme Court concurred. (Testimony of Walter Hellerstein, 2006) Stated as well is that the economic development incentive for its fledging wine industry was a discriminatory tax to sellers of alcoholic beverages produced in other states, a view with which the U.S. Supreme Court concurred. In 1939 food critic  Duncan Hines  visited Sanders’s restaurant incognito and was so impressed he listed the place in â€Å"Adventures in Good Eating,† his famous guide to restaurants throughou t the US.As his success grew, Sanders played a more active role in civic life, joining the  Rotary Club, the chamber of commerce, and the  Freemasons. [11]  In 1947 he and Josephine divorced, and in 1949 he married his secretary Claudia, as he had long desired. [12]  He was â€Å"re-commissioned† as a Kentucky colonel in 1949 by his friend, Governor  Lawrence Wetherby. [13] Around 1950, Sanders began developing his distinctive appearance, growing his trademark mustache and goatee and donning a white suit and string tie. 13]  He never wore anything else in public during the last 20 years of his life, using a heavy wool suit in the winter and a light cotton suit in the summer. [7]  He bleached his moustache and goatee to match his white hair. [12] At age 65, Sanders' store having failed[7]  due to the new  Interstate 75  reducing his restaurant's customer traffic, he took $105 from his first  Social Security  check and began visiting potential franchisee s. [14] The franchise approach was successful, and less than ten years later (in 1964) Sanders old the Kentucky Fried Chicken corporation for $2 million to a partnership of Kentucky businessmen headed by  John Y. Brown, Jr. The deal did not include the Canadian operations. In 1965 Sanders moved to  Mississauga,  Ontario  to oversee his Canadian franchises and continued to collect franchise and appearance fees there and appearance fees in the U. S. (He was locally active. For example, his 80th birthday was held at the  Inn on the Park  in  North York, Ontario, hosted by  Jerry Lewis  as a  Canadian Muscular Dystrophy Association  fundraiser. [15]  In September 1970 he and his wife were  baptized  in the  Jordan River. [16]  He befriended  Billy Graham  and  Jerry Falwell. [16] In 1973, he sued  Heublein Inc. — then parent company of Kentucky Fried Chicken  Ã¢â‚¬â€ over alleged misuse of his image in promoting products he had not helpe d develop. In 1975, Heublein Inc. unsuccessfully sued Sanders for libel after he publicly described their gravy as â€Å"wallpaper paste† to which â€Å"sludge† was added. [17] ————————————————- Death and legacy Gravesite of Harland Sanders.Sanders later used his stockholdings to create the Colonel Harland Sanders Trust and Colonel Harland Sanders Charitable Organization, which used the proceeds to aid charities and fund scholarships. His trusts continue to donate money to groups like the  Trillium Health Care Centre; a wing of their building specializes in women's and children's care and has been named after him. [18]  The  Sidney, British Columbia  based foundation granted over $1,000,000 in 2007, according to its 2007 tax return. [19] Sanders died at the Jewish Hospital[20]  in  Louisville, Kentucky, of pneumonia on December 16, 1980. 21][22]  He had been diagnosed with acute leukemia the previous June. [8]  His body lay in state in the rotunda of the  Kentucky State Capitol; after a funeral service at theSouthern Baptist Seminary  Chapel attended by more than 1,000 people. He was buried in his characteristic white suit and black western string tie in  Cave Hill Cemetery  in Louisville. Since his death, Sanders has been portrayed by voice actors in Kentucky Fried Chicken commercials in radio and an animated version of him has been used for television commercials.The Japanese  Nippon Professional Baseball  league has developed an  urban legend  of the â€Å"Curse of the Colonel†. A statue of Colonel Sanders was thrown into the river and lost during a 1985 fan celebration, and (according to the legend) the â€Å"curse† has caused Japan'sHanshin Tigers  to perform poorly since the incident. [23] A manuscript of a book on cooking, which Sanders apparently wrote in the mid-1960s, has been fo und in KFC archives. It includes some cooking recipes from Sanders as well as stories.
